As a symbol of modern civilization,cities are becoming the important space and action unit for promoting low-carbon economy transformation and high quality development.In order to promote the organic unity of economic development and address climate change,the ranking and evaluation of low-carbon development has become an important theoretical analysis and policy evaluation tool in the field of new type of urbanization construction.The key point of developing low-carbon city construction evaluation is to clarify the theoretical basis and policy guidance of low-carbon city construction evaluation,and scientifically define the basic mode and analysis framework of low-carbon urban construction evaluation to determine the speed and scale of low-carbon transformation of urban development.Around the new requirements of taking the road of new urbanization with Chinese characteristics and comprehensively improving the quality of urbanization',this paper defines the conception of low-carbon urban construction evaluation and analyzes its theoretical basis and policy guidance.Through taking the goal of measuring low-carbon development quality of cities,this paper adopts the evaluation model of classification analysis to sort out the international and domestic experience of the evaluation of low-carbon city construction by highlighting the policy and practical needs ofexploring low-carbon development model and practicing low-carbon development path'.Accordingly,to provide theoretical support and decision-making basis for accurately obtaining carbon productivity opportunities,precisely judge the emerging contradictions and problems,and properly deal with the risks and challenges that are included in the process of new type of urbanization,this paper puts forward the following suggestions to promote the evaluation of low-carbon urban construction,including:①clarifying the impact mechanism of climate governance on the construction of low-carbon cities;②construct the evaluation index system with optimal goodness of fit based on problem orientation;③optimizing design for evaluation procedures and strengthening its interface with the low-carbon city development blueprint;④improving the consistency and coupling degree between the existing evaluation systems on the basis of clarifying the statistical significance and policy connotation of the evaluation index and the evaluation method;⑤strengthening the use of evaluation results and its interface with existed special evaluation.
